Senator Conrad of North Dakota intends to propose legislation to provide incentive to physicians willing to practice medicine in rural and medically underserved areas. The bill is to be included in the health care reform bill and although the exact language of the bill has not been finalized, it proposes to exempt qualified physicians willing to make a long term commitment to practice medicine in medically underserved areas from the immigrant and nonimmigrant visa cap. The proposed bill may also contain a provision which would allow H-1B visa holders to participate in the Conrad 30 program and would extend similar benefits exempting qualified physicians from the immigrant and nonimmigrant visa cap.
